To meet and agree to limit supply

Explanation:

The government given this status to the producers because of the growing agriculture demand. This type of specialised subsidy arises because of several requirement of the farming sector where only producers are allowed to manage the cost of the production and agricultural commodities.

Due to this subsidy it became easy for government to balance the demand and suppy of the produce and it also became benefit for farming industry and increased coordination among farmers and government.
