The Wade-Davis Bill passed by the Radical Republicans demanded guarantees of African American equality. Lincoln killed this bill with a "pocket veto."

As the Civil War drew to a close, president Abe Lincoln began thinking about how the US would unite after the Southern states left the Union. Lincoln's goal after the Civil War was to unite the country as quickly as possible. This is why he developed his 10% plan. This Reconstruction plan stated that if 10% of the voting population swore to a loyalty oath, their state could rejoin the Union.

On the other hand, the Wade Davis Bill wanted to have this number at 50% rather than 10%.
