Regional differences developed in colonies during the pre-Revolutionary period, because they found out that some of them were more related to each other than others. For example, the Northern colonies found out that their economy was built based on fishes, while the southern, cotton and tobacco. Because of this, they usually grouped together and helped each other inside the group, and didn't really care for the other groups until the Revolutionary War period

Here are two truths about the Kellogg-Briand Pact.
1.  It wanted to outlaw war, so that nothing like The Great War would ever happen again.
2.  It failed to have any real impact in keeping nations from pursuing war, and we now call "The Great War" World War I, because it was followed by World War II.

French Minister of Foreign Affairs Aristide Briand and US Secretary of State Frank B. Kellogg were key proponents of the plan, which was signed by various dignitaries at the White House in 1928.  The pact stated that the signing nations were "persuaded that the time has come when a frank renunciation of war as an instrument of national policy should be made," and so the signers of the treaty declared their opposition to war.  By their example they hoped to encourage other nations of the world to join them in the same commitment.   

The pact had little effect.

since the 1800s theres been a lot of rebelius uprisings on the balkans expecialy in the begining of the 1900s(Ilinden Uprising) then the Ottoman Empire was at war (First Bakan War 1911-12) with Montenegro(started the war), Serbia, Macedonia, Bugaria and Greece in 1913(2nd Balkan war) Greece, Serbia, and Bugaria divided Macedonia Greece took Aegon Macedonia Serbia took Vardar Macedonia Bugaria(stared the war) took Pirin Macedonia(smalest part) ---- Ottoman Empire, after 1700s had to maintain status quo for falling technologicaly and economicaly apart from European counterparts. Diplomaticaly it could have lost its existence long time ago if England and France did not prevent Russia from further advancing. However at the last times of the empire English left supporting and Italy invaded Tripoli, at that time with Russian support Balkan Wars began which was probably the greatest defeat of Ottoman Empire, by the countries it ruled for 4 centuries directly or as vassals. As nobody wanted to ally with Ottoman Empire, Germany was only country that was interested in allying. Great German aid was made, in both army and industry. Construction of Istanbul-Baghdad railroad was also maintained by German industry. Under this pro-German aids Ottoman Empire sought to gain its old power, at least on Balkans, which was so close to its capital and were highly populated by Turkish population. Note: By the Ottoman official records 2,5 million immigrants came from newly founded countries which is a real high number as Turkish population of Ottoman Empire was about 10 millions before WW1.

This Enlightenment caused many new writers, philosophers, and artists to question the traditional authority. The authority that was most questioned during this period of time was the monarchy. The various monarchies throughout Europe were afraid that this movement would be disruptive to the old orders. The Enlightenment raised questions about the rule of monarchs which made many nobles nervous, and questioned the authority of the Catholic Church . To these powers that had held firm control of Europe since the Middle Ages, the writers of the Enlightenment were a threat that would disrupt their carefully held power
