They don't create vivid imagery because the author doesn't include all the senses. The correct answer is the first option - the words reveal important information to the reader.

They create vivid imagery for the audience. The goal for this executive order was to try to persuade the American public to believe the government in what it was doing. Executive order #9066 authorized the Secretary of War to declare military zones wherever he wished. This cleared the way for the Japanese Americans to be incarcerated within American concentration camps.

If we look closely we can see that the word "reorganize" is really just re+organize. Re is a prefix, and it means "again".
