Well, the question says that the longer base of the big trapezoid is 8 mi and the longer base of the little trapezoid is 4 mi. so you can say: 
8/4 = 2 
so if the shorter one of the big trapezoid is 2 then the shorter one of the little trapezoids will be:
2/2 = 1 :)))
