Many countries, in the 17th and 18th century were led to consider monarchies. This was done for several reasons, however, the most primary  reason was the consolidation of power by the monarch concerned. This was because the kings were worried about the perpetuation of power to their offspring after they has passed on.

Germany wanted to preserve the Arian race. This was premised on the fact that the Jews were though to have betrayed the country after the Franco-Prussian war.

Understanding these principles of hierarchy can help election management bodies (EMBs) fully execute their legal mandate to develop and enforce rules and procedures that give effect to electoral laws, and ultimately protect fundamental civil and political rights.
