They[the teacher] may also assign group member so students who wouldn't necessarily partner up with one another will work together. They may also require the students to work in certain settings, Such as, if a teacher knows that a number of students are prone to not working and might push their work onto their group/ partner, that teacher may require students to only work in class, so they are working in a monitored environment. Vice versa if the teacher wants to promote social bonding between the students outside of school, depends on what the teacher is trying to accomplish.
