The answer is  b - high diversity and food.

Having a high starting diversity is an absolute prerequisite for a certain area to even start having a lot of different organisms living in the same spot. The other prerequisite is having a lot of food. This enables the nourishment of big numbers of different species which enable high biodiversity.
