1. Anarchy--the fighting between groups in Cuba has created chaos.

2. Cuban insurgents supporting Spanish rule and Cuban independence fighters. -- these two groups of Cubans are fighting each other in a civil war over the issue of whether Cuba should be independent or should continue under the rule of Spain.

3. To save Cuba from Spain and from the anarchy of the civil war.--The woman represents Cuban liberty and independence who is in danger of being destroyed by the events of the Cuban Revolution.

The cartoonist is arguing the US must intervene to protect the ideas of liberty in Cuba. The fighting between Cubans and the oppression of Spain have threatened the goal of providing Cuba with freedom and liberty. The US has an obligation to help.

For one thing, it sure was rebellious.
In this time, the people of the United States (however, that's not what it was called, rather the 13 colonies- we hadn't obtained most of our territory yet) were under the rule of King George II of Great Britain, and he didn't exactly treat the colonists with utmost respect. 
Therefore, the colonists rebelled a lot and that eventually led to their
freedom.
