Yes,because he didn't smoke on school grounds and if he didn't bring anything back on school grounds,also he didn't break no rules according to the handbook then his rights has been violated. He is 18 so there isn't nothing wrong with him buying them since he is old enough he didn't commit any crimes so therefore his rights has been violated  <span />

Yes this is violating it. He had a yess from the school to leave school grounds so he shouldn't get in trouble for smoking while off school grounds.
