Writing of an outline in any academic paper is primarily to put the focus of the paper on the main points. This is necessary to make sure that the readers know what the paper will be dealing about. It is kind of an introduction based information on what to expect in the paper.

Leveling of outlines give the paper a more 'arranged' look to the whole presentation of the paper.  It gives the chance to provide the 'ordered' level of hierarchy for the information of the paragraphs that are not headings. And in this pattern, if any level is to be added to the outline, then it is needed to put two sub-points in that particular level.
