I'm assuming that the speech referred to is the Dec. 6, 1941 attack on Pearl Harbor.

If that is so, only A seems like it could not be the answer. Roosevelt was not speaking of revenge so much as it was to declare war. It was a bold step, because America in general did not want to enter the war.

The best answer of the remaining 3 is B. He gave the reasons for declaring war. As with all multiple choice questions, an argument can also be made for C and D. Both were contained in his speech.
