The second sentence has a capitalization error. in a title of a monument (and titles in general), you capitalize everything besides the articles and prepositions. "of" is a preposition, so it is incorrectly capitalized. it should be written as The Statue of Liberty; while "the" is an article, it's the first letter of the sentence and requires capitalization by that rule.

the third sentence possesses an unnecessary comma. if it were a series of three or more (i.e. elmer's tie was askew, his shoes needed to be tied, and his hair was a mess) then you would require a comma before "and"; however, in this case, and is only linking two things--his tie was askew and his shoes were untied. a series of two doesn't need a comma.

the fourth sentence also has unnecessary commas. ""Rip Van Winkle" by Washington Irving is a very imaginative story." on its own is grammatically correct. when listing a book and an author, it's not necessary to separate them by a comma.
