When the problem is obvious, one doesn't have to gather any more information and resources, but the other answers require the gathering of information.
Defining a problem doesn't any collect of info and resources because we simply just need to say out the problem instead of doing a lot of research on it and gathering info. We have to just speak out the problem being faced
