Solid question.

I’m going with time control, being able to manipulate & stop time would account for many superpowers at once (Invisibility, super speed, etc.), plus it would just generally make life easier-

It connects two clauses where the second clause (which contains otherwise) express what would have happened if the action in a first sentence hadn't occurred.
