The United States Congress is comprised of two houses: the United States House of Representatives, which is the lower house, and the Senate, which forms the upper house. Together, they form the national legislature of the United States of America.  

Under the governance model of the United States, the population forms the basis of representation in the House of Representatives. The population in the country has grown steadily over many years, due to which the number of representatives in the House of Representatives has also grown correspondingly. The House of Representatives represents the citizens of America. As the population in the country continues to grow steadily, so does their representation in the national legislature of the country. This is reflected in the increasing number of representatives in the lower house of the national legislature, i.e. the House of Representatives.  

On the other hand, the number of representatives in the Senate, which is the upper house of the national legislature of the country, has remained generally static. This is because the Senate always ensures that, irrespective of the population in each state, not more than two representatives are elected to run as senators in the upper house. Hence, for this reason, representation in the House of Representatives has steadily grown over the years, with respect to the ever-increasing population in the country, while simultaneously; representation in the Senate continues to remain fixed and inflexible to this day.
