I think any animal that can be considered magical could have the perception of thinking any animal could be seen in a mythological time frame.

They are usually formed to discuss several difficult and major controversial differences, for example this year there has been problems with the Tax Bill, where the senate passed one version of it, and the House passed another, so they now have to discuss and find a way to pass the same law.
