When it returned it to royal control, it was established as a state that had a local assembly which was some type of an early government that was supposed to be more democratic. Eventually it all changed due to historical things in America that we know of.

"The people" were originally White, Property-owning Males over 21. They were the only ones that could originally vote. The property owning portion will almost completely be gone by 1828 (this is what helped Andrew Jackson get elected). Non white men will begin being able to vote with the passing of the 15th Amendment after the Civil War. Women will earn suffrage (right to vote) in 1920 with the 19th Amendment. Lastly, we'll lower the voting age to 18 in 1971 with the 26th Amendment, due to the Vietnam War.

The Bonus Army was a group of 43,000 demonstrators Led by Walter W. Waters, comprising of about of 17,000 veterans of the United States in World War I and other affiliated groups who protested in the US capitol in 1932 to demand money redemption for their services during WW1.
The demonstrators were tagged the "Bonus Expeditionary Force" (B.E.F.), which throws more light to World War I's American Expeditionary Forces. However the media called them the Bonus Army or Bonus Marchers.
