That is a tough question. For a time, about 50 years, Athens had a direct democracy in which citizens (only those eligible which were adult male citizens) directly voted on legislation and executive bills. It was more democratic than our representative government today in America, but it is hard to say whether it was a "full" democracy or not without the definition of a "full" democracy provided.
