Hadrian was one of the greatest Roman emperors, who during his reign brought many important changes in the country. Hadrian made major financial, tax, and legal reforms in the Roman Empire and, by abandoning the conquest, established borders in Britain and Germany.

In contrast to Hadrian, Nero's crimes were so great that he remained remembered in history rather as as a bad ruler. He became an emperor by accident and by various intrigues, though he was not destined to be one.
