What was known as New Imperialism was the period in human history when powerful nations such as the United States, Great Britain, France, and Russia, among others, supported imperialistic ideas at the end of the 1800s and the beginning of the 1900s.

For example, this was a period in which the European superpowers met at the so-called Berlin Conference of 1884 until 1885. In that series of meetings, they decided on how to split the African Continent. This action of splitting the black continent was commonly known as "The Scramble For Africa," a period in which European powers such as France, Germany, Great Britain, and Portugal colonized African territories, mostly to exploit their natural resources and raw materials.

It had been modified by Douglas, who had also authored the New Mexico Territory and Utah Territory Acts, to mirror the language from the Compromise of 1850.
