And when people are given power, it makes them think that they're now able to use force in unneccesary situations. We'd have chaos in the streets.
B) Cops don't always do their job, and there are good people out there who can help. If some creep is disturbing a young woman on the sidewalk at night and takes it way too far, a good samaritan could come by and arrest him, taking care of the problem right then and there.
It really <em>does</em> depend on the situation, which is why it may not be a good idea.
