The reason it is 0.85 and not 0.15 is because if it is 15% less, that means this year it was only 85%. (100-15=85). Now to isolate the variable you divide each side by 0.85 and once you divide 27,200 by 0.85, you get 32,000 (I’m sorry if this is wrong also if you don’t get this don’t take it to hard, I usually do math different ways than they teach)
