11oz+5oz=16oz+2lbs=3 lbs since 1 lb= 16 oz and 16(1 lb)+2lbs=3 lbs
Thus, on Wednesday, Melissa's full backpack weighed 3 lbs.

my guess is that it would be vandalism to government property. It would be just another riot. such as the black lives matter movement
They can't collect surplus food, as they are nomadic and constantly moving. They hunt animals, and use there skins for clothes. If this doesn't help, I'm sorry. I'm an idiot. :)
