Explanation:

In the passage it didn't mention what the actual price was, it just hinted that it was expensive to make.

It didn't say anything about how the wheel are constructed, nor who they were named by.

It did however say that Rovers are good at measuring the planet that they are on (so they can measure planets other than Earth) and they are much more durable than humans and can survive longer on a foreign planet (so they will be able to explore Mars for longer than a human could, which in this case is 10 years.)
