This developed a distrust for military authority between the executive branch and legislative branch. Due to the controversy of the Vietnam War, Congress finally decided to pass the War Powers Act to prevent unwated conflict caused by the President. This would add more power checks against the executive branch, which would not be desirable for a president like Nixon.
