It's gives the states the autonomy and power to be able to create a local government that is closer to the people. The states however, abides by certain codes of conducts that are in the state laws and can decide to object to a certain extent instructions from the federal government provided that provisions for it is in the state law but empowered by the Constitution.

After increased fear of nuclear attacks during the cold war, materials to build fall out shelters were distributed by the government and other organizations. The shelters were meant to protect people from radiation in case of a nuclear attack.
