I would say the answer is D.My reason for this is because it said the ugly words in his head are like buzzards in the top of a tree.It isn't comparing MrShiftlet to the buzzards but his ugly thoughts. Even though it included Mr.Shiftlet, that doesn't mean it was talking about him, it was talking about his thoughts which was be =ing compared.Hope this helps

Still, in spite of her grisly tone, sophistication, and bluster, there remains a naïve quality to Anne’s political perspectives. Much of this is due to the fact that she is so isolated. She has many books and the radio, but still a very limited window on the world.
