Before giving you the answer, let's talk about decimals for a moment.

Which is greater? 1.4 or 1.38?

Think of it this way: add a zero to the end of 4. It is technically there, just understood, so we can add it in.
This becomes 1.40

s = 11

Small bonus (finding an amberjack)

Since an amberjack is equal to three snappers, and a snapper is 11 pounds, an amberjack would be 33 pounds.
