The central idea of the text is "The stop and frisk" when the author says "We just have to make sure we stop the right people at the right times, for the right reasons" he refers that the police officers have to act  immediately when their instincts say to them. It doesn't matter if the frisked person feels like a criminal, the police officers must react to any suspicious behavior because they are to protect and serve.
