Because Union and strikes were banned by the government WORKERS' WAGES DECREASES.
By abolishing Unions and the right of the workers to stage strike, the government gave enormous power to the industrialists and this led to decrease in the wages of the workers. This was majorly because, the employers knew that the workers have no other choice but to accept what they are offered.

In the given case,

Note that the lowercase L in the above equation may have been, or could have been, confused with the numeric digit one (1). I usually write in uppercase when the letter L is used as a variable to avoid this problem.

Charles  Schnenck  was arrested  for his antiwar activities during World War One.  He opposed the war because it would only led to mass suffering and death and will only benefit the rich who stand to profit from the war.  He was arrested under the Espionage Act on the grounds that during times of war, limiting the freedom of speech was justified.
