Context is similar to setting, but in real life.  So the context of the Declaration of the Independence is that the 13 colonies were unsatisfied with the restrictions that Britain was imposing, so they chose to declare their independence.  Context can clue you in on the author's purpose or possible symbols.

There has been a couple of times where i bullied people because of there cultural trait. It seems fun at first but inside your hurting. People need to stop bulling because its not right and its causing deaths.

This must be from a standardized test. The wording is a little confusing, but I'd say it is a metaphor. Google says the definition of metaphor is "a figure of speech in which a word or phrase is applied to an object or action to which it is not literally applicable." This is saying something <em>is</em> something, or comparing two items without using "as" or "like". Have a good night/day!
