flat rate is $40  + $ 18 per hour

3 hour = $18 x 3 = $54  + flat rate $ 40 = $ 94

5 hour = $ 18 x 5  = $90  + flat rate $ 40 = $130

2 hour = $ 18 x 2 = $ 36 + flat rate $ 40 = $ 76
