So in October 7, 1765, the Stamp Act Congress in New York city, made up of representatives of nine colonies, sent a petition to King George III and Parliament, requesting that colonists have representation if they were to be taxed.

In 1985, the <em>New York Times</em> reported, "U.S. Turns into Debtor Nation," because a Commerce Department report showed the US "owing foreigners more then they owe it."  By that they meant that "foreign ownership of American factories, real estate, stocks and bonds exceeded American ownership of foreign assets."   
However, there's another way to look at this picture than the "debtor nation" label.  The Heritage Foundation (a conservative group) noted in 1985 that having foreign investors pursuing assets in the United States indicated strong confidence by those investors in </span><span>the </span>American<span> economy.  You invest in a country's assets because you think those assets will grow in value.  So, becoming a "debtor nation" can be viewed as a sign of economic health in the eyes of the rest of the world.</span>

  The treaty of non-agretion between Germany and the Union of Soviet Sociacist Republics also called as the Molotov-Ribbentrop Pact was a neutrally pact between the Nazi Germany and the Soviet Union signed in August of 1939.

  The clauses provided a written guarantee of non-beligerance by each party towards the other and a commitment of no alliance with an enemy of the ohter party. In addition the treaty contained a secret protocol in which they defined the borders of the so called "spheres of influence" in the possible events of an invasion to Poland, Lithuania, Latvia, Estonia and Finland.

  After the signature of the pact Germany and the Soviet Union invaded Poland with a few days of distance between both operations and the new borders was set up by the secret protocol.

  The secret protocol was just a rumour untill it was made public at the Nuremberg Trials.
