I think these changes are more likely to occur during a war or maybe when the president or someone important says something that people don't like. Also, when people are under stress they are more likely to start a revolution. I don't think there would be circumstances where people won't make a revolution. People will always feel unsatisfied with the government, so there will always be changes too.

Some of theses changes should occur when there is no war going on. This is to make the country be modernized by the technology. If there is a  war going on, the improvement of each technologies will be lessen and could possibly be stopped.
