According to the writer, bicycling can be "the greatest delights" when  practiced with caution and confidence. She should neither be over excited by the high speed capacity of the vehicle thus ride at top speed which could  easily lead to fatigue nor pedal  so slowly or fearfully enough to fall over the bicycle thus also hurting oneself.
