The Congress prepares a federal budget for the next fiscal year. The fiscal year of the Federal Government begins on October 1 and extends during a calendar year until September 30 of the following year. The process begins in the Executive Branch the year before the budget enters into force:  

  • Federal agencies design budget projects and submit them to the White House Office of Management and Budget
  • The OMB uses agency projects as it develops the President's budget proposal.

The President sends his budget proposal to Congress at the beginning of the following year after receiving the proposals of the agencies through OMB. Then the Congress, which is responsible for determining the cost and acquire debt by decree of the Constitution, begins its work.
