President John Adams was known to be a peaceful president who avoided wars. He was elected in the year 1797. He belonged to the Federalist party although the treasury secretary, Alexander Hamilton,  had more influence than him in the party,

The Federalists did not like the ongoing revolution in France at the time but  they preferred relations with Britain. But then in 1778, France had been helpful to the united states during the war that led to their independence from Britain.

President John Adams wanted to maintain this relation. The President sent some delegates to France. France led down some conditions to accept the peace pact. The federalists were infuriated by this and wanted war which the president kicked against.
