English morphological rules detail how words relate to other words. Thus, my best assumption would be because BOLDEST is an adjective whereas BOLDLY is an adverb.

We as humans also do it in our lives, we define someone to fit them into a box, whether religiously, ethnically, or socially. It's a natural human trait, we just have to learn to keep it in line.
