The United States was losing public support for the Korean war so Truman
and his advisors decided to work for a negotiated peace. MacArthur
disagreed. The general believed that America's future lay in Asia, not
Europe. In an inflammatory letter to the House minority leader,
Republican Joseph J. Martin, he denounced the Korean stalemate,
declaring "There is no substitute for victory". His strategy backfired
and on April 11 Truman relieved MacArthur of his command, accusing him
of insubordination.
