<span>Drought caused by sparse rainfall, hot summers, and high winds predominantly led to the soil erosion in the Great Plains during the 1930's. Human factors such as over farming, and complete uprooting of plants left nothing to ground the sandy soil. This combined with the high winds caused large amounts of particulate to be picked up and blown away from the area leaving it barren.</span>
The argument he presented (which he called the "separation of powers" was about the structure of the government: there should be three branches.The legislative branch made the laws,the executive branch enforced the law,and the judicial branch interpreted the laws.He wanted the structure to be this way so that power would be spread evenly.<span />
