That equation is in slope intercept form aka y=mx+b. M is the slope, and b is the y intercept
In that equation, m=1/4 therefore 1/4 is the slope

This is in the form of a slope formula where y=mx+b. B pretty much gives you the vertical shift. Meaning that y=2/x-3 would be correct.
