A major problem with the Articles of Confederation was that the document did not give Congress the power to tax.
Without that power, the Congress would lose its dominance over the people and their money, which was a huge problem at the time.

A major problem with the Articles of Confederation was that the document did not give the necessary power to the national government to impose taxes.

Explanation:

The Articles of Confederation established that the only states which had the power to levy taxes were the states that belonged to the government. In this way, the national government had to take money from the states to pay for its expenses.  

Thus, the state governments had the right to take control over their territories and this is the reason why the national government did not have enough power.
