Two branches of government is the judicial and legislative branch. Both branches deal with laws. However the legislative branch creates these laws and the judicial makes sure they are in effect and are constitutional.
First thing that comes to mind is Russia had a strategic advantage to the Nazis. The Russian military knew the terrain (I believe it was mountainous) and the cold climate helped push back the Nazis. The Nazis actually tried to get into Russia. That was the only country I could think of.
Most countries, I think did not have the military power to stop Hitler/Nazis from invading them.
