Quantitative observation focusses on numbers and values, so, in this case you could say that thre are 2 dogs, one of the has glasses, the other one has a piece of cake, etc.

Qualitative observation focusses on what your senses can pick up as important, so in this picture you could say what kind of dog they are, their color, their shape, why are they sitting in that place,what's the relationship between them, etc.

In my opinion if i have something that i really want people to listen to i write it down, for example i always argue with my Father and i while ago he really got on my nerves and wouldn't listen to me, so that night i wrote down what i wanted to say to him and left it on the kitchen table so he would see it in the morning, he did and he took into account what i said.
