In Spanish, how do you determine when to use the feminine or masculine form of an adjective?

If the noun is feminine, you use a masculine adjective

If the noun is feminine, you use a feminine adjective

If the noun is masculine, you use a neutral adjective

If the noun is masculine, you use a feminine adjective

Its the first one

because when having a noun that is feminine the adjective is obviously  going to have to be a masculine

I think is the second one, because when a female speaks all adjectives will need to be spoken in the feminine sense. Same goes for males
