This was a landmark decision by the supreme court. It created all sorts of problems not only in education but in daily living, especially when it came down in 1954. The 50s was just not that into having society's apple cart upset as it was with this ruling.
Briefly Brown vs. The Board of Education of Topeka said that separate schools for black and white children was unconstitutional.

The compromise solution was to count three out of every five slaves as people for this purpose. Its effect was to give the Southern states a third more seats in Congress and a third more electoral votes than if slaves had been ignored, but fewer than if slaves and free people had been counted equally.
