They allowed for the seats in the Senate to be the same amount for every state in stead of based on population. the smaller and less populated states would not sign until this happened because they were scared of loosing their power. the house seats however are given based on state population.

There are too many citizens for each of their interests, ideas and opinions to be heard and taken into account one by one. a representative can take the majority vote of the people and refer it back to the higher power.
