To alter gene expression, the hormone-receptor complex must be transported into the location where gene itself stored. Since gene stored inside nucleus, the hormone-receptor complex  have to reach it by getting inside nuclear pore complex. The complex will bind to specific region of the gene and will promote or inhibit the transcription of that gene.
