Kathleen Hall Jamieson means that when election comes during the national crises, the new elected president has a great challenge in order to protect the nation from this crises and end up the crises with his intelligence. There are many examples when the election held during national crises such as Abraham Lincoln during the civil war and Roosevelt during World War II. Both these leaders elected when there was a national crises.
